The Church is in council to speak to the world, to offer her creative contribution to the life of
mankind in this new age. Few problems are so huge, so pressing, so agonizing, as that of the
population explosion and underdevelopment. Few aspects of Roman Catholic discipline cost so much in happiness, in social well being and in actual lives as the absolute ban on contraception. What has the Church to say to the world on this overwhelming question? For one thing is certain: the world will expect an answer.
