In this book it is the author’s contention that most countries in Southeast Asia are now in a position where they could create a truly modern agriculture – flexible and dynamic, as well as increasingly productive – fairly quickly in certain parts of each country. In general, however, they have patters of organization of public agricultural activities that are inappropriate for that task and they have prematurely adopted methods of agricultural planning that will only become effective at a later stage. To remedy these deficiencies, the author proposes related methods of organization and planning.
