 <note>In March l974 the Federation of Asian Bishops' Conferences (FABC) through the Office for Human Development (OHD) initiated the formation of the Bishops' Institute for Social Action (BISA) and, later, the Asian Institutes for Social Action (AISA). The intention was to bring the rich reflection and methodology of the BISAs down to the level of implementation in a diocese.&#13;
